Hi JimLiteMind,Hope this late reply might help you or someone. Check to see that the following folder exists:C:WindowsSystem32LogFilesScmThe Scm file must have inherited permissions with system ownership. Here's a link on how to set ownership of a file:Here's a link for setting permissions:Use the lower left hand button to enable inheritence from the LogFiles folder.
Be sure to check that all subfiles inherit ownership and permissions and that all principles listed are identical to that of the LogFiles folder. Create the Scm folder if it doesn'texist with the permissions set as listed above, then restart your computer. Hope this helps. Nobody has specified what the 'problem' is with Windows backup. If the problem is this:The first question should be:Was the Windows 7 system upgraded to Windows 10 and then reverted back to Windows 7?If the answer is yes (99.99% of the time) then the reversion back to Windows 7 did not work properly and now all the Windows 7 Tasks are corrupted.
It is a known problem.Another symptom was that simply opening Task Scheduler resulted in numerous complaints about corrupted tasks. This issue was popular during the free Windows 10 upgrade period from July 29, 2015 to July 29, 2016 when folks were taking the free upgrade, not liking it (or it failed) and wanted to go back to Windows 7.
I have a problem with the task scheduler service under Windows XP (Home Edition) SP3. The service is set to start automatically, but hangs at startup and the status is permanently 'starting'. In this state I cannot start or stop the service manually. If I disable the service completely, reboot, switch it to manual and click start I get the following error:Could not start the task scheduler service on local computerError 1053: The service did not respond to the start or control request in a timely fashionI'm running an administrator account with a password, so that shouldn't be the problemBoth the RPC and Event log services are running correctly (set to automatic startup)I need to get this service running in order to enable prefetch on this pc.

Currently the prefetch folder is totally empty i.e. The.ini file is missing as well as any.pf files. I've tried rebuilding the.ini file using the rundll32.exe advapi32.dll,ProcessIdleTasks. That's curious. The ST log file should be in the Windows folder.I uploaded a copy of the file you need to my SkyDrive (everybody has a SkyDrive for sharing files). Here is the link to my SkyDrive and you can look for the file you need there:When you see the files available for download, you will not see the file extension (.exe,.dll,.cpl,.sys, etc.), but when you download them they will have the correct extension. You need to put the downloaded files in the correct folders on your system.I am not sure where to put the mstask.ini file - windowssystem32 perhaps? There are no.ini files in the inf folder.
